ROBERT T. REILLY — President
Mr. Reilly has been in the collections industry for over 38 years. From 1977 to 1996, he was the Office Administrator for Margolin & Meltzer, a law firm specializing in health care collections. In 1996, Reilly joined EE&C Financial Services, Inc. as Vice-President of Operations where his responsibilities included overseeing all collection operations.
Backed by his expertise in healthcare account receivables management, Mr. Reilly founded RTR Financial Services, Inc. in 1998. With a reputation for getting results through effective recovery programs and a staff of industry experts, RTR now provides collection services to some of the largest hospitals and organizations in the New York metropolitan area. Institutions–peerless in ability, scope and fame–have partnered with RTR to realize healthier financial futures through the use of RTR’s unique revenue management solutions services.
Translating the company’s success in healthcare collections to broader markets, Mr. Reilly is leading RTR’s expansion into new asset classes. In 2012, his efforts culminated in signing the Traffic and Parking Violations Agency for Nassau County, Long Island; one of the top 12 wealthiest counties in the nation.
ROBERT J. REILLY - Executive Vice-President/Chief Operating Officer
Backed by over a decade of experience in institutional collections, Mr. Reilly manages the day-to-day operations of the company and is the key liaison between RTR and its clients during transition phases. Ensuring continual support and open communication with clients, such as working with an IT department to ensure successful data transfers, is a major function of his role. Reilly, who has played a leadership role in creating RTR’s staff training programs, recently worked in detail with the new hospital billing system that has come into the NY tri-state area, Epic. Wanting to be able to expertly train his staff on the new system, Mr. Reilly traveled to Wisconsin to meet the maker’s of the new system and gain a firsthand understanding of the program that is used daily by RTR’s clients and staff.
LENA BARONE - Vice-President of Client Services
With more than 30 years of experience in the institutional collection industry, Ms. Barone brings peerless expertise to her role as Vice-President of Client Services. Ms. Barone, an inaugural member of the company’s management, is responsible for all daily interactions between RTR and its clients and, specifically, manages all on-site account specialists and their on-location counterparts. During her career, Ms. Barone has held several accounts receivable management positions that have qualified her for her current role, including being the Assistant Manager of Financial Services at EE&C Financial Services from 1996 to 1999.
SARA LEE MARTINEZ - Director of Information Technology
Over 14 years of experience in running information technology systems in the institutional accounts receivable management industry has uniquely qualified, Ms. Martinez for her role as Director of Information Technology. Proficient in Word, Excel, Visual Basic, Unix/Linux and RTR’s Zortec system, Martinez is responsible for the day-to-day running of the company’s IT department and is a key asset in interfacing with clients. Marinez worked for Eltman, Eltman & Cooper, P.C., as Assistant Director of Information Technology from 1998-2003.
WILLIAM A. HECHT, ESQ. - General Counsel
Mr. Hecht received his Bachelor of Arts degree, cum laude, from the University of Ohio and went on to receive a Juris Doctor degree from the University of Toledo College of Law in 1982. Hecht joined Eltman, Eltman & Cooper, P. C. in 1984 and was a managing attorney within two years. He was a partner in the firm from 1990 till 2002 when he started his own practice, William A. Hecht, P.C., specializing in consumer and insurance collections for healthcare providers. Mr. Hecht was admitted to the New York State Bar in 1983, the New Jersey State Bar in 1985 and the Pennsylvania State Bar in 1990. Hecht is also admitted to the U.S. District Court, Southern and Eastern Districts of New York, and the District of New Jersey. He is a member of the New York State Bar Association, the American Collectors Association Members Attorney Program, and the New York Chapter of Healthcare Financial Management Association.
LIZ NELSON - Vice-President of Third-Party Receivables
Leading the management of outpatient receivables and carrier non-payment issues, Liz Nelson, an industry veteran with over 12 years of job-specific experience, serves as Vice-President of Third Party Receivables. Nelson is fluent in the healthcare financial systems used in the tri-state area, including the new Epic system, and routinely represents RTR hospital clients at insurance carrier meetings for accounts receivables specialists.
LAWRENCE PULVER - Director of Third Party In-Patient Insurance and Appeals
Mr. Pulver brings over three decades of healthcare collections experience to his role as Director of Third Party In-Patient Insurance and Appeals. He heads the in-patient insurance claims staff and the insurance appeals department where he adeptly manages administrative and utilization appeals processing while working closely with RTR’s retained physicians. An industry expert, Mr. Pulver was Manager of the Insurance Department at EE&C Financial Services, Inc. from 1989 until joining RTR in 2002. His collections career began in 1980 as Credit Manager for Putnam Hospital, which was followed by the role of Insurance Department Manager at Century Credit Services until 1989.
