ROBERT T. REILLY
President

Robert T. Reilly has been in the collections industry for over 40 years. From 1977 to 1996, he was the Office Administrator for Margolin & Meltzer, a law firm specializing in healthcare collections. In 1996, Reilly joined EE&C Financial Services, Inc. as Vice-President of Operations where his responsibilities included overseeing all collection operations.

Backed by his expertise in healthcare accounts receivable management, Mr. Reilly founded RTR Financial Services, Inc. in 1998. With a reputation for getting results through effective recovery programs and a staff of industry experts, RTR now provides collection services to some of the largest hospitals and organizations in the New York metropolitan area. These institutions continue to realize healthier financial futures through the use of RTR’s proprietary revenue management solutions, with Mr. Reilly overseeing every aspect of development.

Mr. Reilly continues to lead RTR’s expansion from healthcare collections to broader markets. In 2012, his efforts culminated in signing the Traffic and Parking Violations Agency for Nassau County, Long Island (one of the top 12 wealthiest counties in the nation) and in 2016 the signing of the New York City Department of Finance.


ROBERT J. REILLY
Executive Vice-President/Chief Operating Officer

Robert J. Reilly received his Bachelor of Arts degree from St. Francis University in Political Science and is backed by over a decade of experience with institutional collections. Mr. Reilly manages the day-to- day operations of the company while operating as the key liaison between RTR and its clients during transition phases. Ensuring continual support and open communication with clients, such as working with an IT department to ensure successful data transfers, is a large part of his role. Mr. Reilly has played a leadership role in creating RTR’s staff training programs and recently worked in detail with the new hospital billing system that has come into the NY tri-state area, Epic. Determined to train his staff on the system at an expert level, Mr. Reilly traveled to Wisconsin to meet the makers of Epic where he gained a firsthand understanding of the very program that is used daily by RTR’s clients and staff.

HON. VITO FOSSELA, ESQ
Senior VP of Client Services

Former Congressman Vito Fossella represented the 13th Congressional district, located in New York City, in the U.S. House of Representatives from 1997 to 2009. Prior to Congress, Vito served in the New York City Council, representing Staten Island. Vito was a management consultant for Deloitte and Touche.

While in Congress, Vito served on the powerful Committees on Energy and Commerce as well as Financial Services.

Vito focused extensively on improving and strengthening Medicaid, HMOs, Medicare Part B, child health, hospital construction, mental health, maternal and child health care and the Insurance market overall.

Vito has a B.S. from the Wharton School of the University of Pennsylvania, a J.D. from Fordham University School of Law and an Honorary Degree in Law from Wagner College.


SARA LEE MARTINEZ
Director of Information Technology

Sara Lee Martinez brings 18 years of experience running information technology systems in the accounts receivable management industry to her role as Director of Information Technology. Proficient in Word, Excel, Visual Basic, Unix/Linux and RTR’s Zortec system, she is responsible for the day-to-day operation of the company’s IT department and is a key asset in interfacing with clients. Ms. Martinez previously worked for Eltman, Eltman & Cooper, P.C., as Assistant Director of Information Technology from 1998-2003.


WILLIAM A. HECHT, ESQ.
General Counsel

William A. Hecht received his Bachelor of Arts degree, cum laude, from the Ohio University and went on to receive a Juris Doctor degree from the University of Toledo College of Law in 1982. Hecht joined Eltman, Eltman & Cooper, P.C. in 1984 and became a managing attorney within two years. He was a partner in the firm from 1990 to 2002. He then started his own firm, William A. Hecht, P.C., specializing in consumer and insurance collections for healthcare providers. Mr. Hecht was admitted to the New York State Bar in 1983, the New Jersey State Bar in 1985, and the Pennsylvania State Bar in 1990. Hecht is also admitted to the U.S. District Court, Southern and Eastern Districts of New York, and the District of New Jersey. He is a member of the New York State Bar Association, the American Collectors Association Members Attorney Program, and the New York Chapter of Healthcare Financial Management Association.


LIZ NELSON
Vice-President of Third-Party Receivables

Leading the management of outpatient receivables and carrier non-payment issues, Liz Nelson is an industry veteran with over 12 years of job-specific experience. Ms. Nelson currently serves as Vice- President of Third Party Receivables and is fluent in the healthcare financial systems used in the tri-state area, including the new Epic system. In addition, she routinely represents RTR hospital clients at insurance carrier meetings for accounts receivables specialists.


LAWRENCE PULVER
Director of Third Party In-Patient Insurance and Appeals

Mr. Pulver brings over three decades of healthcare collections experience to his role as Director of Third Party In-Patient Insurance and Appeals. He heads the in-patient insurance claims staff and the insurance appeals department, where he manages administrative and utilization appeals processing while working closely with RTR’s retained physicians. An industry veteran, Mr. Pulver’s collection career began in 1980 as Credit Manager for Putnam Hospital, which was followed by the role of Insurance Department Manager at Century Credit Services until 1989. From 1989 to 2002, he served as Manager of the Insurance Department at EE&C Financial Services, Inc. before joining RTR.
